Flourishes - to blossom, shine, sparkle
Verses 15 and 16 build on verses 11 to 14 in that they introduce another simile. However, this one is about humanity, not the LORD.
Though the length of our life is compared to grass, our radiance is compared to wild flowers.
YLT - "For a wind hath passed over it, and it is not, And its place doth not discern it any more."
Because a wind has passed over it, and it is gone; and its place no longer recognizes it. - Thus, verse 16 explains why humanity is compared to grass.

Matthew Henry - “God’s mercy is better than life, for it will outlive it.”
His righteousness - God’s justice for the oppressed mentioned in verse 6 is what is once again in view here. The implication is that those who reverence the LORD may be oppressed, but they will not be the oppressors.
This is in reference to the grandchildren mentioned in verse 17. In other words, those who continue to revere the LORD will be the recipients of His righteousness.
